I wouldn't be surprised if a EPA test wouldn't be needed in some states i know vicroads is very strict and they have only a handful of engineeres for certain applications so they know they will follow it all by the book

Altho they don't tell u what they can engineer i rang up a guy which said he does light cars and when i checked with him he is only allowed to engineer seats.

In the other states i know afew people say its their mate and they will bend the rules cause its up to the Vicroads of their state to make sure u are legal where as in this state its engineers that have to it its their jobs

I know almost anything in qld can be engineered and thats it it's the slackest state when it comes to rules for mods
