Muffler shops do not sell stock exhaust components, they sell cheap replacement stuff, thats why people go there.
And I'm quiet sure as well that there are a few cars out there on the road that have used up every stock part there is to be had, including the exhaust.
I also bet the cops do not sit outside muffler shops and cite each and every owner whos car is now clearly not legal.
I'm sure grandma in the old 72 ford station wagon is not going to be cited for getting new aftermarket mufflers, mid-pipes, and tail-pipes put on after hers rusted to dust.
You have to keep a low profile around places where cops have to pull you over for things like that. But you can bet I would take it to court if I got pulled over and grandma didn't.
Other than stock WTF. Are they saying you have to buy parts (mufflers) from the dealer?
I think it would be fun to go through the police station parking lot and make some cop ticket every vehicle in there with an other than stock muffler.

Just for informations sake, an exhuast shop will sell you anything and install just about anything.
exhuast that are considerd not stock are exhuast that are to loud. when your car rolls out of the factory, it doesnt sound like its running on an open header. Factory exhuast's are designed for quite comfortable driving. Most new cars these days you cant even tell there running at times..
I highly doubt any officer is going to crawl under anyones car, measure there pipeing, get a part # off a muffler, then look it up in a big book of exhuast sizes for various cars. Thats not even practical, alot of tuner cars are so damn low you cant even get a jack under them.
