Actually Melbourne use to be #1 in 2004 and 2005 they do it each year the main requirments they test are "Crime Rate, Threat from instability or terrorism and a highly developed infrastructure"
Also the price of houses might have gone up quite abit so that could of affected the spot for melbourne i do hope the housing bubble bursts cause it's getting out of hand the prices they have
