Every point the troubleshooting section had me test, made the LED tester flash, so that tells me the signal is getting to the ECU. I just can't tell where it stops.

If you don't have an RPM pot, you won't get any RPM readings. The same for the timer.
Could you take a picture of the Stim? I have the v2.1 but from the diyautotune website, it appears to be the same or very similar to the v2.2.
