i think you shouldnt have a turbo.

but to answer you questions,

you tested it on jacks? hopefully in neutral. you wont build much boost if any in tuetral, and the BOV wont push enough air to make a substantial PSH sound.

the boost/vac gauge shouldnt really read any 'higher' vaccum when you rev higher.
at idle you should have more vaccum than any other time (other than de revving).
vaccum has more to do with the LOAD on on the motor than the actual RPM. Like if you floor it you should have 0 to about 3 in hg or whatever. Half throttle should be at about 10 or so. you can be revving at 5k, as long as you just cruising vac will be lower.

no way in piss hell you can blow more than a t3 garret. somethings wrong. just send it to me and i'll see if it works

ask for the manual boost controller, i dont knwo if you'll be able to tell a difference if your not making boost, cause the wastegate aint gonnna open in the first place!
