OK, i've reviewed the screen shots, Dima.
Here's the situation. You have a negative balance. This means the money will NOT be returned to se7en.
What YOU need to do is pay up the balance to zero. Only when paypal has the funds recovered can they issue a refund.
The larger situation is that you used this site to accept money for a product you did not deliver. You are also preventing the buyer from reclaiming any money. You are doing this with your attitude AND actions.
Its not up to HIM to get paypal to pay him back.. its up to YOU to make the funds available for paypal to issue a refund.
End of story.
You have a negative balance. That means you had a zero balance before the refund was issued... meaning you still have the money pocketed, instead of refunded.
You need to let me know ASAP when you plan to return the money to the buyer. I need to see steady communication from you as well as effort, otherwise the aforementioned ban, and conditions of cooperation will be carried out.
Dima, i'll be completely frank with you. Based on your attitude, i think you willfully ripped off the buyer. Even if i am wrong on this point, there is one major fact that still exists: you accepted money, did not deliver the goods, and are not enabling a refund to be made.
The way paypal negative balances work is: they have nothing to "withdraw" the money from. you haven't paid a DIME yet... the negative balance just shows that there is an active dispute and any money you accept or deposit will be put towards settling this dispute.
If you have any questions on how this works, ask... but i assure you, paying up the balance until its no longer negative will not result in you getting "ripped off twice" - you are merely giving back the money you took in the first place.
I need to see proof of a deposit to paypal by tuesday, in order for me to consider this resolved.
