Powder coating a rim in a tight often is never a good idea. Poor air circulation will get uneven results. This is why you should use a convection oven with plenty of space to circulate air around the item.

Word of warning to anyone looking to PC flat surfaces (ie: valve covers, heat shields, etc). Even though Justin is suggesting media blasting, any pitting which might currently be present on the item will still be there after PC'ing. So if you use a plain gloss color, it can tend to be noticable if you're picky.

I had my VCs done as gloss black years ago and a spot which wasn't noticable on the front corner was horribly exposed once the grease was removed from being blasted. I confirmed the spot was not caused by the blasting when I looked at my "before" pictures. This being said, you don't have to make them spotless before sending them to the PC oven, but I would suggest you definitely hit the flast surfaces with some sand paper to make sure you know what you're dealing with for smoothness.
