check hosts file. easiest way is to open up notepad and file--> open --> C:\WINDOWS\SYSTEM32\DRIVERS\ETC\hosts
note that there is no extension on the filename.
tell me what entries you have (if any) for google.
also - is this happening when going directly to
Google or does it happen when using the search bar? (or both?)
do the usual cleaning of cookies.. trying of a different browser, etc.
lastly, since you're in socal, it's entirely possible that you're accessing via a provider that has relays south of the border, and your IP is getting mixed up in the process, and ultimately returning a non US ip range to google's side. If this is the case you'll have to contact google:
