The brass is only there so you can fill in the small holes without blowing bigger holes, it just absorbe heat and gives you backing while you weld. It doesn't stay there.
Try welding up the small holes without brass and then with a brass backer. You'll see.
Try mig or stick welding brass some time....not so good.
