mmm .. not good eh ..
So the metal pipe just ends at the back of the rocker cover under the inlet manifold ? if so this is causing a big vac leak, you need to either connect it up or block off each port to stop the leak... at the moment you are probably finding it idles bad with these open.. I would also check the drivebelt timing if possible to ensure its not the valve timing out and causing excessive blow by.
Go over each of the diagrams provided, ensure you have the pipes as they should be, and solenoids / sensors connected. You will be amazed how many people miss some, even after going over them a number of times..
