Thats 'cos your a/c draws a fixed amount of power, engine torque that equates to about 10kW at traffic speeds, but varies a bit of the speed range of the compressor with the temp differential between in and out ...blah..blah etc.
I used to have a diahatsu charade when i was uni (college) and it had 41kw at the flywheel, the a/c felt like it drew 25% of the power too!
There is no way the a/c would use less power than window down, unless your talking about all four windows down at 120km/h (75Mph)
best way to save gas is not to drive unecessarily... the rest of the stuff isn't going to make enough difference to buy you an extra cup of coffee.
