Im in the same position as you. I think that my old turbo got killed from my BOV not opening properly even though I could not hear the surge. My new turbo is also seeming to have the same problems as the old one which sux as it is a genuine Turbonetics as opposed to my chatty ebay one.
I would definately say that this is vac source related. The runner on the FPR is a big no no for the BOV, no way near enough vac. I use the nipple near the throttle body as well although I also T off that for my MAP sensor and EBC and wastegate reference so I dont think it is enough.
So while I cant help you, I will say you are not alone . Looking forward for someone to answer. If I was you I would avoid driving it at all or at least stay out off boost otherwise you your new turbo will be dieing as my one seems(I could just be paranoid) to be .
that vac source should still be more than enough to open it...
make sure the lines not kinked or collapsed, and play with the blow off valve in your hands. Blow on the nipple (making some ammount of psi) and see how the valve opens, then using the same pressure swich from blowing to sucking ()/vacuum. See if it becomes alot easier to open.

Ahh, well im trying to figure out why, when i changed my vac source to the FPR, my bov tends to make a sound compared to when it was after the TB on the neck...
