All you need to do is buy some fiberglass mat and then liquid fiberglass bondo and create whatever modification you wanted. Just staple it or use wood to make your line or curve of your modification. U would have to roughen up your bumper where you were going add your new fiberglass to get it to bond together. When my front clip was shipped and the person wouldnt give me a refund i just fixed it myself and thought about exactly what you guys are talking about. I havent done much fiberglass to car but I do custom stereo enclosures with fiberglass. When I am finish with mine i will post, my car is going to the bodyshop to put my bodykit on in two weeks, and i got my new tires for my 18 gunmetal 5 spoke adrs. And dual halo angel eyes, I think with a black car it will look sweet. Any questions on fiberglass just pm me.
