You don't need the shaft and wheel to be installed in the center cartridge for it to be balanced, they don'e even balance it in the center cartridge to begin with.
Send in your shaft and wheel along with $35 and return shipping. If you havent allready bought a rebuild kit, you're going to order 310-700 which costs $128.92 for a total cost of $173.91 without shipping. The shaft and wheel don't weigh much, the box that the repair kit comes in weighs more than the repair kit. So shipping shouldnt be more than $10, unless of course you get insurance, which you should.
Keep in mind that these prices are for the DIY'er to rebuild their turbo, not for an allready ready allready turbo.
