It valued like it did (although I think it should have been more) because of its condition. His only complaint where the car didn't receive "perfect" for it's comment was the drivers seat which does show some signs of use, but nothing bad.

Ya, for insurance. I put collision on it this year and then found out that book value on the car is only $1800 lol. So I had it appraised because in the event that I hit someone or they hit me, the vehicle is insured for full appraisal value, not book value. So I get $10,000 for the car if someone hits me, which to me is real insurance since I still have more then that in the car.

Appraisal ranges between $100-200. It depends on what you are having appraised. This was an insurance appraisal, so it is completely photographed, researched and documented.
