89 2.2 turbo timing marks changing

I have an 89 turbo that is time for smog check in Ca and the tech its telling me my timing marks are changing. the car is running great and passes everything else. The only thing I can think is the balancer so i pulled it off and it doesnt appear to be bad but i cant really get a good grip on it to try and turn it. anyone experience this or have any other suggestions as to where to look? thanks

Yes your front pulley is bad it is a known problem,

Either buy a new one $90 or so or have a machine shop make you one. Which would cost way more.

The even better thing is it's such an easy fix.
