BSmoothXTR's 1993 Mazda MX-6

I have a 93 mx6, only have 7.5 volts to fuel pump, not enough to run it, what could be the problem?

Black one would be Pretty Tight if you fixed it up.

Maybe it's shorting somewhere? The black one pictured is my original 4cyl, had Jspec lights, and am currently working on a full rebuild after I tune my KLZE to my likings.
