Been told it may be a vacuum leak, how could I adjust the idle?
If there's a vacuum leak, you can't adjust the idle to compensate. You have to start by fixing the problem. If you're idling at 3000 RPM, I concur with whomever told you that there's a bigger problem than "improperly adjusted idle".
