Car won't go into key fob programming mode

I tried the instructions from this post How To: Programming Keyless Entry remotes for the MX-6... and I've also found almost identical information on other sites, but I never get to hear the chime indicating I'm in programming mode. Does anyone have any trouble shooting information? Like wires or fuses I can check or something else?
