I posted a thread before about this. basicly my idle fluctuates by about 600 rpm at idle. i replaced the IAC, but it was a used one so i can't garentee it works. I just replaced the coolant temperature sensor with a new one. still does it
if i unplug both of these then it only jumps down once every 15 secondes or so. it does more rapidly with either plugged in. any suggestions?

vacuum leak maybe? and your idle air control valve may be getting stuck open( which would act like a vacuum leak), is there any change after your driving for awhile or anything? does it stop doing it as much with just one or the other unplugged?

if you have a dmm check the solenoid on the idle air control valve should have 10-12.3 ohms resistance that could be a start, also maybe your thermostat is bad?
