Just pull it off, then clean it and get the oil off for it and sand it down a little to roughen it up some, not much, use a fine grit sand paper all over it but dont go to hard with it. clean it again and then put a thin layer of a base coat, probaly about 5-7 base coats to make sure it is all good, then use a high gloss color, do two coats of that or so. you will have to tape up the bottons. also remove the vents.
if you have a auto put it in drive so you can pull the piece around the shifter over it.
