The power steering is working fine on the road. No leaks. Belts and pulley are tight.
Tires inflated properly. But when at a standstill, if the steering wheel is turned even a quarter turn either way,
the power steering will not work well and kind of a squeal noise is made. Does that mean the power steering pump
is on the way to failure soon ?

It could... but first try checking your belt tension. It's possible that engaging the power steering at low/no speed adds extra stress to the belt making it slip.

It didn't take long for the car to tell me the problem. The belt broke today, the problem was the belt tensioner pulley bearing was starting to go out, almost didn't rotate. Luckily I had a spare bearing and belt in the trunk, so was on the road again in an hour.
