Oil pan gasket to be replaced very soon.

One bolt hole is completely stripped out, one bolt head has been sheared off.

Removal of the sheared bolt will take only time and patience. The stripped hole is really the question.

I've been advised that the tapping of new threads would be recommended over installing a thread insert.

The insert seems like an easy task. I've never done the tapping before and would hate screw up my first attempt.

Seems like no matter which option I choose, I'll be tapping threads regardless. It seems like the advantage of the insert is that I can keep the same sized bolt.

Recommendations, advice and instructions would be appreciated.

Tapping isn't hard, it's kind of like a screw that when you screw it in, makes the new threads. Just need to get ahold of a tap and die set. And I think it would be better than a thread insert. That seems more like a temporary fix to me.
