TDC on the crank?

Should the arrow also be pointing straight up like the camshaft or do I somehow use the indicators on the lower timing cover? The crank moved a bit when I removed the pulley and the timing belt was off so it and the mark I made on the belt no longer lines up with the cam no matter what I seem to do.
