first off you can but you will proberly end up with Exhuast gas reversion. Where the air will just push it open Factory turbo is too small ot handl much over 10psi. It won't hold anytihng over 9psi flat.

If you do change the spring or add one or another one, it will mean your boost will change and make it harder to control and might even sprike harder.

Well basicly you will not get good boost control.

Simply the turbo is too small,andi t's internal wastegate is too small to hold much more then 12psi. If you shut and weleded up the wastegate and added a external wastegate, you could control up to 25psi.
The only real way to control high amounts of boost on a small turbo is a and electronic boost controler to keep changing the pressure to the wastegate. Then you oculd use a stronger spring to stop it opening, for high boost.

There is nothing stoping you from addign one and using a bleed valve but in most cases I have seen. Boost is okay till about into the last 1500rpm of the rev range when it goes off the sclaes usually blowing a piston or valve retian dies out.

You can get it spiking at 15psi with a bleed valve, and maybe a if oyu change the spring to a stornger one.
12psi is easy enough but will be hard to hold at 5000rpm.
