To decide, do a few basic checks:

- compression
- leak-down
- pull the cam cover and check the cam lobes

What is the rate of oil consumption? What do the plugs look like? When was the last tune-up where plugs, wires & filters were renewed?

If you decide to rebuild it plan out in advance what changes or upgrades you would like to make to it, since it is the perfect time to fit things such as a turbo and other components that may be difficult to install before hand. Also it will be much cheaper this way too.

IMHO, I would rebuilt your current engine rather than get a JSPEC. It will be cheaper this way, since the jspec, I've heard, requires additional work to get it to fit North American emission standards.
